The project is being led by Bretagne Developement Innovation, with nine organisations, including Marine South East part of the consortium.

The ICE project - whose acromym stands for "Intelligent Community Energy" is aiming to design and produce an innovative low-carbon energy system (smart grid), able to significantly reduce the greenhouse gas (GHG) emission of the territories concerned (50% to 100% compared to a fuel-based system) and secure energy access security. It will cover the entire energy cycle from production to consumption, exploit local renewable energy sources and integrate new and existing technologies currently at different levels of readiness, in order to deliver a comprehensive innovative solution.

Two pilot sites - the Ushuant Island in Finistere and the University of East Anglia campus in Norfolk - have been selected to test proposed solutions and to develop a methodology to design and implement a smart grid. Demonstration will aim to find the right energy mix adapted to the needs, available resources and production and consumption patterns of the pilot communities.

The France (Channel) England Programme is co-financed by the European Regional Development Fund (ERDF). The project is an Euro 8M project which is due to complete in June 2021.
